The Handbook covers a comprehensive discussion of all phases of elections—pre-election (Board of Election Inspectors, Watchers, Ballots and other election documents), election proper (Casting and Counting of Votes), and post-election (Canvassing, Pre-proclamation Controversies, and Election Contests). It also integrates a discussion of the various acts that constitute election offenses in these three stages, in order to aid election monitors to properly identify and promptly act to report these matters to the appropriate authorities
